Lancashire Sport Partnership Board
Purpose
The purpose of the Board is to direct and support Lancashire Sport Partnership in its work with key agencies to achieve the organisations aim;
'To increase participation in, and widen access to, sport and physical activity'.
The Board will champion and advocate the strategic development of the Partnership, to ensure that effective cross organisational co-operation and strategic alliances are maintained and developed.
The Board will have oversight of business planning for the core team and review performance outcomes of the partnership on a quarterly basis. Board members will be expected to contribute to the key portfolio of performance measures through their professional capacities and through leadership of thematic or geographic groups.
A thematic work plan for the future 12 month period will be reviewed at each board meeting to manage the activity and reporting arrangements for the Board.
Responsibilities
The Board acts in an advisory capacity on behalf of the Partnership, monitoring the effective delivery of the Partnership's objectives and the achievement of key targets and outcomes. The Board is ultimately responsible to Sport England, who is the parent body for Lancashire Sport Partnership.
It is the Boards responsibility to ensure that these aspects of Lancashire Sport Partnership business are maintained and improved to the satisfaction of the partners and funders through transparent and planned processes.
The Board is required to endorse and support delivery of Strategic documents and reports on behalf of the Lancashire Sport Partnership as may be required by partners and funders. The Board will provide an annual statement of review of the partnership.
The Board is not responsible for financial monitoring and reporting, employment and procurement legislation and associated liabilities arising from third party claims. These responsibilities are the responsibility of the hosting agency.
Individual members are responsible for communicating correspondence provided through membership of the Board to the networks and organisations they represent.
Individual members are responsible for contributing ideas and taking an appropriate role in delivering actions that emerge from the group.
Board members will be responsible for ensuring the Partnership through all aspects of its business operates with Equity and transparency in all areas of its activity.
Membership
The Board is made up of representative, non elected members of Lancashire Sport Partnership. Membership is by the invitation of fellow Board members and agreement of the Board.
Individual membership should be reviewed after 3 years. The Chair of the Board will be reviewed after a period of 12 months / 4 meetings.
A limited number of members of the Board, with the support of the wider Board will be nominated as part of an Advisory group which shall meet periodically to support and review the work of the Chief Executive and core team.
Members of the Advisory group, with the support of the wider Board will be nominated to support one of the four thematic groups which will oversee the core business of the partnership.
Meetings
The Board will meet 4 times a year, normally March, June, September, December to be aligned with the reporting schedules for the Sport England Lottery reporting cycle.
The minutes of the meetings will be formally recorded and will be available across the partnership, unless the partnership identifies a reason for confidentiality, which shall be recorded in the minutes.
Reporting
The Lancashire Sport Chief Executive, will provide an annual report to the March meeting comprising a 12 month review, business plan and forward strategy.
The remaining quarterly meetings will provide an update against this plan.
Non attendance at meetings
Members are asked to inform the Chair of non attendance at meetings. Regular non attendance and contribution (a sequence of 3 missed meetings per year) will result in the Board seeking alternative representation from the sector / organisation concerned. Appropriate substitution is acceptable where no other option is possible.
Structures and membership
A copy of the organisational governance structure and Board membership will be updated through the Annual Reviewing process.
